There may be times when brushing and rolling are appropriate--especially when you have a tight budget and still want a new look. Now days there are paints that even out smoothly even when using a brush.
Another reason could be that the cabinets are already painted and you can see the brush marks on them. Trying to sand away brush marks is a lot of work and may not be worth paying for extra labor to get rid of them.
We have found Sherwin Williams Pro-Classic and Emerald Trim paints to be worth the investment.
